What is Jal Jeevan Mission (JJM)?

Jal Jeevan Mission (JJM), an initiative by the Government of India under the Ministry of Jal Shakti, that aims to provide Functional Household Tap Connections (FHTCs) to every rural household. The mission emphasizes source sustainability, community participation, and real-time water quality monitoring to ensure safe and sustainable drinking water supply.More than just infrastructure, the mission champions source sustainability, community ownership, and digital water quality monitoring to ensure long-term water security.
As of April 2025 (source: official website) , over 80.47% of India’s rural households are already connected—empowering communities, reducing disease, and driving progress under the banner of Har Ghar Jal.

Why Water Quality Monitoring is Critical?

As JJM expands across remote and diverse geographies, ensuring water safety is as vital as delivering it. Two key quality parameters—Chlorine (for disinfection) and Turbidity (for clarity)—must be constantly monitored to ensure compliance with BIS 10500 standards for drinking water.

Key water quality challenges under JJM include:

  • Contaminated ground and surface water
  • Frequent pump assembly failures
  • Inconsistent flow disrupting online sensor readings
  • Lack of laboratory infrastructure and field calibration
  • Limited daily water supply hours (2–6 hours/day)
Why Water Quality Monitoring is Critical

The Challenge

Source Water

Source Water

  • Premature exhaustion of source (drying up of source)
  • Poor raw water quality
  • Pump assembly failure or insuffcient intake by pump
Water Treatment

Water Treatment

Insuffcient water output (quantity) or poor-quality water produced

Water Pipeline and Storage

Water Pipeline and Storage

  • Pump assembly failure
  • Overflowing/empty storage unit (e.g., ESR)
  • Frequent leakages and difficulty in detecting minor leakages; inadequate pressure in pipe
Water Distribution Network

Water Distribution Network

  • Inconsistent service delivery (outages, quality, low pressure, hours of supply)
  • Irresponsible/excess usage at household (HH) level; unauthorized connections resulting in high NRW

On-Site Challenges

On-Site Challenges

  • Most of sites are powered by Solar, which makes water supply only during daytime.
  • Drinking water schemes under JJM are typically having water supply for few hours in a day (typically 2 – 6 hours/day). Frequent failure of Pump Assembly ,this leaves no flow condition for several hours in day.
  • Ground Water Contaminations
  • Calibration of equipment’s related to WQMS and poor Laboratory Infra.
  • Scattered Site Locations.
  • Timeline Management.

Challenges in Monitoring Chlorine

  • As water supply is only for few hours in a day, no flow condition is significant challenge for Chlorine monitoring in amperometry method.
  • No flow condition will cause Chlorine sensor deuteriation and needs early replacement of sensor.
  • Also, Chlorine sensor requires warm up time when water supply restored during next day. Stabilization of readings will take at least 30-90 minutes.
  • As nature of Amperometry method, monitoring depends on sample pH, Temperature, Flow and pressure. All these sample conditions will impact measurement.

How Hach India Supports Jal Jeevan Mission

For 85 years, we’ve led the world in water analysis. Now, we’re building for Bharat—with local manufacturing, localized pricing, and local service for the first time.

At Hach, we believe water quality monitoring is the heartbeat of drinking water safety. Our mission is to empower rural and urban municipalities with accurate, low-maintenance, and digitally enabled instruments that integrate into JJM’s centralized WQMS dashboards.

Our Promise: From Source to Tap – Safe Water, Simplified Monitoring

Looking in to the JJM project application due to site challenges in terms of Solar power, intermittent water supply, water quality, pressure, flow, temperature etc., and compliance to BIS method to adhere IS10500 drinking water quality standard, we recommend DPD Chemistry based Colorimetry technology over Amperometry technology for these drinking water projects.

Hach Colorimetric Chlorine Analyzer Amperometric Chlorine Analyzer
Complies to IS3025-Part 26 BIS method.
Approved by CPHEEO
Non-compliant to BIS method IS3025-Part 26.
Approved by CPHEEO
DPD Chemistry offers comparable results with Lab DPD measurements Different Method and will have large variations with lab DPD measurements.
Calibration is not required as it is preprogrammed sensor using Hach made reagents. Frequent calibration required against Lab DPD method.
No interferences due to pH, temperature, flow, pressure, chloride, hardness etc. Has significant interferences due to pH, temperature, flow, pressure, chloride, hardness etc.
Best for intermittent water supply schemes. No polarization time required. Built-in flow meter cuts-off reagent addition and stops analyzer operation. Intermittent water supply requires sensor polarization typically 30 to 360 minutes. Also this condition shortens sensor life and will cause early replacement of Chlorine sensor.
Predictive diagnostics through Modbus helps easy maintenance for remote operations. No predictive diagnostics. Unscheduled maintenance like frequent calibrations, reference electrolyte filling, membrane replacement, pH calibration, pH sensor replacement, Chlorine electrode cleaning and Chlorine electrode replacement.
Low on long term O&M High on long term O&M
Reliable monitoring offers peace of mind. Unreliable and high on maintenance.

The Solution

The initiative emphasizes public access to water quality data and alerts local authorities for prompt remedial action, ensuring effective policy implementation for assured service delivery. Chlorine and Turbidity are vital parameters for ensuring water safety before distribution. These parameters are monitored through online analyzers, which control Chlorine dosing and transmit data to the cloud via RTU for centralized management. To ensure a decade of reliable operation, it's crucial to choose online analyzers from reputable manufacturers with established facilities and high-quality standards.

The Results

Hach provides the right instruments for water quality testing, offering low maintenance and high reliability for remote operation.
